City of Elk River <br /> 13065 Orono Parkway NW <br /> Elk River, Minnesota, 55330 <br /> MEMORANDUM of UNDERSTANDING <br /> BETWEEN <br /> THE CITY OF ELK RIVER AND WASTE MANAGEMENT OF MINNESOTA, INC. <br /> SUBJECT: Landfill Leachate and Municipal Biosolids Disposal <br /> 1. Purpose. This Memorandum of Understanding (MOU) documents the intent of the parties to <br /> work toward two common goals. Goal 1 -conveying Waste Management's landfill leachate to <br /> the City of Elk River Wastewater Treatment Facility(WWTF) for treatment and disposal. Goal 2 <br /> —transport and disposal of municipal biosolids from the City of Elk River WWTF into Waste <br /> Management's Elk River landfill. <br /> 2. Issue. Waste Management seeks a long term solution for the handling and treatment of <br /> leachate from their landfill located in Elk River, Minnesota. Limited options currently require <br /> hauling the leachate to a distant Metropolitan Council facility for treatment. The City of Elk <br /> River is in the process of upgrading the main treatment processes at the WWTF which, in <br /> concept, would allow for the primary treatment of the leachate. <br /> As a result of said facility upgrade the City of Elk River will be producing biosolids that are <br /> transportable by truck and disposable in a landfill. The City seeks a long term solution for <br /> disposal of these biosolids. Waste Management's permit allows for the disposal of biosolids at <br /> their Elk River landfill. <br /> 3. Steps, Responsibilities and Timelines. <br /> Step Responsible Party Estimated Completion <br /> Preliminary Engineering Study Waste Management June, 2015 <br /> Draft Agreement WM and ER August, 2015 <br /> Finalize Funding WM and ER June, 2016 <br /> Piloting and Testing City of Elk River November, 2015 - June, 2016 <br /> Finalize Agreement WM and ER July, 2016 <br /> Final Design Waste Management July, 2016 <br /> Permitting WM and ER September, 2016 <br /> Construction TBD June, 2017 <br /> 4. Monetary Terms. No payment shall be made by or to either party for their work detailed in this <br /> MOU. Successive agreements, to be developed through this work, shall detail all terms and <br /> conditions associated with all costs including but not limited to legal, design, construction, <br /> testing, hauling disposal charges, and future maintenance. <br />
