P-Q ---\ <br /> \,. - <br /> Item #: 9.B <br /> ityof / <br /> Ak River <br /> MEMORANDUM <br /> TO: Park and Recreation Commission <br /> FROM: Michele McPherson, Director of Planning <br /> DATE: March 1, 2000 <br /> SUBJECT: Land Use Cases <br /> Request <br /> The Commission is asked to review the following residential preliminary plat requests in <br /> order to make recommendations regarding park dedication. <br /> Analysis <br /> Twin Lake Townhomes <br /> Twin Lake Townhomes are proposed on 22.36 acres of property located northwest of <br /> Twin Lake Road across from Industrial Hardfacing. Access will be from both Twin Lake <br /> IIIRoad and 6th Street (see attached layout). <br /> This development will be "split", with single family detached townhomes on the west <br /> side of the property, and twinhome townhomes on the east side of the property. The <br /> total number of units proposed at this time is 80. Target markets for these types of <br /> townhomes include both empty nesters and young professionals with or without <br /> children. This development will be governed by a townhome association as regulated <br /> by Minnesota Statutes. <br /> Amenities on the site include a pond in the southwest corner of the site and commonly <br /> owned open space that may include walking trails. This property is located northwest of <br /> the proposed Trout Brook Park and east of both Baldwin and Barrington Parks. Due to <br /> the proximity of this development to existing and proposed park facilities, staff <br /> recommends that the Commission recommend park dedication in the form of cash <br /> ($1400 per unit). <br /> Whitetail Ridge <br /> Whitetail Ridge is a 40-acre, 18-lot cluster development located north and east of <br /> Preserve Estates. Approximately 20 acres will be preserved as permanent open space <br /> with private walking trails. The open space will be contiguous with the open space <br /> preserved by the Preserve Estates development and will be maintained by a <br /> • homeowner's association. The Master Park and Trail Plan indicates a need for an area <br /> wide park facility in this area. The proposed development does not have adequate land <br /> 13065 Orono Parkway • P.O.
