Park Memorial and Donation Policy Outline <br /> Standards <br /> Purpose: The purpose of this policy is to establish guidelines, standards, and procedures for the <br /> installation and care of donated park elements whether cash or physical property donation. <br /> This relates to,but not limited to: <br /> • Park benches <br /> • Trees <br /> • Bicycle racks <br /> • Monuments/Plaques <br /> • Picnic tables <br /> • Drinking fountains <br /> • Interpretive Signage <br /> • Flags <br /> Flowers (annuals or perennials), shrubs, and bushes shall not be considered approved elements. <br /> Acquisition or purchase: The city and the community have an interest in ensuring that donated <br /> park elements are high quality as related to style, appearance, durability,and ease of <br /> maintenance. City staff will approve all donated park elements and will oversee the installation <br /> of those elements. <br /> Cost The donor shall cover the full cost for the purchase,installation, and maintenance during <br /> the expected life cycle of donated park elements. A fee schedule will be used in which the city <br /> will outline the donor costs for donations,installations,and maintenance. <br /> Ownership: Donated park elements and/or their associated donation acknowledgement become <br /> city property. <br /> Installation: The city will be the responsible party to install or oversee the installation of all <br /> donated elements. <br /> Maintenance: The city will maintain the allowed donation(s) only for the expected life cycle of <br /> the donation(s). Volunteers may maintain donations but need to be approved through the city <br /> volunteer program. <br /> Replacement The city will not be responsible for replacing donated elements,including plaques <br /> and trees, due to damages or loss of elements at the end of their life span,as per the donation <br /> agreement. Within the life cycle period, the city is NOT obligated to replace the gift or park <br /> element if it is stolen,vandalized or destroyed. <br /> Decorations. Donated element(s) may not be decorated with portraits, ornaments, flags, <br /> figurines, or other decorations. <br />
