Surface Water Management Fee for one lot in the amount required by the city at the time of final plat be paid prior to releasing the plat for recording. ($214 per lot, 2014 rate). 2. All appropriate grading permits must be obtained prior to commencing work on the site. 3. Grading and Erosion Control Plan be submitted and approved by the city engineer prior to the issuance of building permits. 4. Water Availability Charge be paid prior to releasing the plat for recording. 5. Park Dedication shall be provided in the form of cash for one (1) lot at the rate applicable at the time of Final Plat approval. 6. Any item or condition found that indicates the site is likely to yield information important to pre-history or history shall be reported to the city immediately. Further, the city reserves the right to stop work authorized in its approval until the site is appropriately investigated and work is authorized. 7. Service Connection Plan approved by city engineer. Background/Discussion Case No. P 14-03 —Public Hearing The applicant proposes to subdivide two lots into three residential lots. All lots meet the minimum size and frontage requirements. The new lot will be accessed from Holt/8"' Street. Planning Commission The Planning Commission reviewed this request at their May 27, 2014, meeting. They questioned if there were any safety concerns of the proposed lot being on the corner of Holt Avenue and 8"' Street. Staff indicated no concerns were raised during the staff site plan review meeting. The Planning Commission unanimously recommended approval of the preliminary plat. Public Hearing During the public hearing a property owner indicated that when they purchased their house, they were told that there was no access to the subject properties off of Holt Avenue and 8"' Street.
