City of <br /> Elk Request for Action <br /> River <br /> To Item Number <br /> Parks and Recreation Commission 8.1 <br /> Agenda Section Meeting Date Prepared by <br /> Action Item January 8, 2014 Michael Hecker, Parks and Recreation Director <br /> Item Description Reviewed by <br /> Windsor 3rd Edition Private Park Donation <br /> Reviewed by <br /> Action Requested <br /> Staff is recommending that the Parks and Recreation Commission reconsider the action taken at the <br /> November 13, 2013 Commission meeting to accept a park fenced in playground donation from the <br /> Windsor 3`d Edition Home Owners Association. <br /> By motion, staff is currently recommending for the Parks and Recreation Commission to not accept the <br /> donation of a new park or playground at this time. <br /> Background/Discussion <br /> At the November 13, 2013 Parks and Recreation Commission meeting it was presented by Mr. Felska of <br /> the Windsor III Homeowners Association (HOA) that the HOA would like to donate the playground <br /> area at Windsor III to the City. The HOA wants to donate their private playground because it receives <br /> usage from surrounding residents and the cost of maintenance continues to increase. <br /> Staff did present at the November meeting the annual maintenance costs of the entire park that was <br /> originally proposed. A breakdown of these annual maintenance costs including the upfront costs if the <br /> City were to acquire the property is outlined below. The Commission then discussed that donating only <br /> the playground should change the financial numbers. After further review by staff since the November <br /> meeting, staff estimates that the costs really do not decrease. In fact the condition of the basketball court <br /> requires a complete renovation with estimated costs of up to $43,000. <br /> A new city staff standard that has been brought to my attention since this property was discussed is for <br /> the city to not accept property or a road if its condition is in disrepair. This means for example, that the <br /> basketball court surface should be in decent shape with no cracks. This policy will save taxpayers money. <br /> Staff is not recommending accepting this donation because of the court's poor condition and the capital <br /> costs involved. Also,parks maintenance staff have since inspected the irrigation system and found that it <br /> is all connected between the park and playground areas. It will be difficult for the city to maintain an <br /> irrigation system that it does not fully control. A presentation on the condition of the Windsor III <br /> playground and court will be made at the January 8 Commission meeting. <br /> It was also discussed at the December Parks and Recreation Commission meeting that any park <br /> improvement requests, donations or acquisitions from organizations or individuals should be placed on <br /> hold until the Parks and Recreation Master Plan is completed later this year. <br /> INP or [ N [ o er <br /> NATURE <br /> • <br />
