Call Meeting To Order <br /> Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission <br /> was called to order at 6:42 p.m. by Chair Anderson. <br /> 2. Consider 6/11/13 Planning Commission Agenda <br /> MOVED BY COMMISSIONER ERIC JOHNSON AND SECONDED BY <br /> COMMISSIONER JEREMY JOHNSON TO APPROVE THE JUNE 11,2013 <br /> PLANNING COMMISSION AGENDA WITH THE FOLLOWING CHANGE: <br /> - MOVE ITEM 6.1 TO BEFORE ITEM 4.1 <br /> MOTION CARRIED 6-0. <br /> 3. Consider April 9,2013 Minutes <br /> MOVED BY COMMISSIONER ERIC JOHNSON AND SECONDED BY <br /> COMMISSIONER JEREMY JOHNSON TO APPROVE THE APRIL 9,2013 <br /> PLANNING COMMISSION MINUTES. MOTION CARRIED 6-0. <br /> 6.1 Council Liaison Role <br /> City Administrator Cal Portner explained that the City Council is reviewing a policy to <br /> address the role of the City Council liaison position on various commissions and boards. <br /> The draft policy includes activities such as attendance at meetings, and participation in <br /> discussions at meetings,while not advocating a particular position on an issue. He noted that <br /> the draft policy would not prohibit a councilmember from providing personal testimony on <br /> an issue,after publicly removing themselves from the liaison role and speaking as a resident. <br /> Mr. Portner noted that in researching other communities staff found that the council liaison <br /> position varies,with some cities allowing them a voting role. He asked for feedback from <br /> the Planning Commission to take to the City Council. <br /> • <br />
