As a Conditional Use Permit is not a Building Permit, the applicant shall apply for all <br />require permits. <br />2. All exterior signage shall require a .permit. <br />3. All exterior changes will require a permit and architectural drawings. <br />4. A 20 foot drive aisle must be maintained on the east side of the building at all times. <br />BACKGROUND/DISCUSSION <br />The applicant is currently operating their business in another area of Elk River and is moving to the <br />subject property, pending approval of a zone change. <br />Facility <br />The proposed use would operate in 1,500 square feet of space in the east end of the existing structure <br />within the Elk River Retail Center subdivision. They are proposing a curbside dry cleaning service on the <br />east side of the building. This will require some exterior modifications to the building. All required <br />building permits shall be applied for. <br />Drive-thru <br />The applicant proposes a drive through improvement to the east side of the building. This new entrance <br />will be covered with a canopy. There appears to be sufficient space for both a drop off area and lot <br />circulation. The existing vegetation between the parking lot and Dodge Street provides screening for the <br />residential properties adjacent to the site. <br />The exterior changes will require a building permit. <br />Parking/Circulation <br />There are two access points to the site off of Dodge Street on the east side of the property. Both of <br />these are shared accesses with Perkins to the south and the hotel to the north. The southern access (with <br />Perkins) is the more heavily used intersection.
