RESOLUTION I2-66 <br /> • <br /> A RESOLUTION FOR THE CITY OF ELK RIVER <br /> A RESOLUTION APPROVING THE DOWNTOWN REDEVELOPMENT <br /> PLAN <br /> WHEREAS On October 2, 2006, the Elk River City Council authorized a redevelopment <br /> plan be prepared for the expanded downtown Elk River area and appointed a <br /> Task Force with the composition listed to complete the redevelopment plan: <br /> 4 HRA Commissioners <br /> 1 Heritage Preservation Commissioner <br /> 1 Planning Commissioner <br /> 1 Park&Recreation Commissioner <br /> 1 Economic Development Authority Commissioner <br /> 2 Business Representatives <br /> 2 Resident Representatives <br /> WHEREAS in November 2006, the Task Force began a series of meetings to obtain <br /> background and education on various studies and issues to reach a similar <br /> level of understanding;and <br /> • WHEREAS the Task Force mission was to develop a comprehensive plan that would <br /> redefine the "greater downtown area" to preserve its historical character <br /> while promoting the future viability of the community;and <br /> WHEREAS the draft Redevelopment Plan was designed as a framework, or pattern for <br /> redevelopment,which could be flexible to market responses in order to <br /> better manage change in the short and long-term; and <br /> WHEREAS Task Force members who are also members of the City Council, Economic <br /> Development Authority,Housing and Redevelopment Authority,Park and <br /> Recreation Commission,Planning Commission,and Heritage Preservation <br /> Commission representing their respective Boards/Commissions; and <br /> WHEREAS the Task Force learned that changes to Highway 10 will have a major impact <br /> to the"greater downtown area" and these impacts must be better understood <br /> prior to completing the plan; and <br /> WHEREAS the City Council tabled the Task Force from July 2007 to November 2011 <br /> while the Highway 10 plan was completed by MnDOT;and <br /> WHEREAS the City Council reconvened the Task Force with many of the original <br /> members plus some new members in November, 2011; and <br />
