MEETING OF THE ELK RIVER PLANNING COMMISSION • HELD AT ELK RIVER CITY HALL TUESDAY,JULY I0, 2012 Members Present: Chair Anderson,Commissioners Johnson,Keller and Westberg Members Absent: Commissioners Konietzko and Bell Staff Present: Jeremy Barnhart,Planning Manager;Chris Leeseberg,Planner/Park Planner;Debbie Huebner,Recording Secretary 1. Call Meeting To Order Pursuant to due call and notice thereof,the meeting of the Elk River Planning Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Consider 7/10/12 Planning Commission Agenda MOVED BY COMMISSIONER WESTBERG AND SECONDED BY COMMISSIONER JOHNSON TO APPROVE THE JULY 10,2012 PLANNING COMMISSION AGENDA. MOTION CARRIED 4-0. 3. Consider 6/12/12 Planning Commission Minutes • MOVED BY COMMISSIONER JOHNSON AND SECONDED BY COMMISSIONER WESTBERG TO APPROVE THE JUNE 12, 2012 MINUTES. MOTION CARRIED 4-0. 4.1 Request by Pamela Sitts/P. Heinum for Conditional Use Permit to Amend Barrington square PUD to allow Physical Recreation and Training Uses.Public Hearing-Case No. CU 12-13 4.2 Request by Pamela Sitts for Conditional Use Permit to allow Physical Recreation and Training Use (Dance Studio—PS Dance).Public Hearing-Case No. CU 12-14 Chris Leeseberg presented the staff reports. Staff recommends approval of both requests, with the conditions listed in the staff report dated July 10,2012 for item 4.2. Commissioner Westberg asked if there were any noise issues to consider. Mr.Leeseberg stated staff did not feel there was a potential for noise issues. Chair Anderson opened the public hearing for the two items. Pamela Sitts,applicant—stated there were no noise issues at their current location. She stated that the new location would provide better visibility. She asked if the Commissioners had any questions. Chair Anderson asked if the dance studio would be open on weekends. Ms. Sitts stated that 11111 the studio would be open on Saturdays from 10am—11:30am,and during the early evening hours on Sundays.
