ity of <br /> <br />MEMORANDUM <br /> <br />Item #7. <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor & City Council <br /> <br />Pat Klaers, City Administrator <br /> <br />March 23, 1998 <br /> <br />Capital Improvement Worksession <br /> <br />Following the annual reports from the police department and fire and <br />ambulance departments, a capital improvement program (CIP) worksession <br />is scheduled. I hope to have two hours with the City Council to talk about <br />currently planned capital improvements and some CIP financing issues. The <br />following is an outline of the topics that should be discussed on 3/23/98. <br /> <br />Recreation Center CUP - I understand that the city's request (via Jeff <br />Asfahl) for a recreational center conditional use permit (CUP) to use <br />the former Elk Hills Restaurant was tabled until April and that the <br />City Council wanted to discuss this proposal at the CIP meeting. I <br />hope to be able to answer any questions that the Council may have <br />regarding this proposal. This project has been briefly noted by the <br />staff at previous Council meetings and no concerns or objections have <br />been raised. However, if the Council does not want this project to <br />move forward, then the Council should say so and the application will <br />be withdrawn. Staff does not want to spend any more time on this <br />proposal if it is going to go down in a vote by the Council at a public <br />meeting. <br /> <br />The cost for the project during the several summer months is not going <br />to be a huge burden on the youth initiatives budget, but it will <br />certainly be a city financed and subsidized program. Total operating <br />expenses for rent and employees should be in the $4,500 range per <br />month and we can expect about $1,500 to $2,000 of this expense to be <br />offset by revenues from the video games for a net cost of about $2,500 <br />to $3,000 per month for the program. We want to see if the kids <br />respond to this type of program and the cost seems to be worth the <br />experiment.
