-"y of

·
lver

MEMORANDUM

Item #6.

TO:

FROM:

DATE:

SUBJECT:

Mayor & City Council

Pat Klaers, City Administrant/
January 29, 1998

CIP Worksession

On January 5, the City Council held a Capital Improvement Program (CIP)
meeting on east Elk River development issues. On January 26, the City
Council had a second CIP meeting, concentrating on some financial issues
associated with the east Elk River project and also on the status of
existing/ongoing projects and projects planned for 1998.

City Engineer Terry Maurer is not available for the February 2 CIP meeting.
Accordingly, I do not anticipate any detailed discussions on street projects,
pubhc improvement projects, or the pavement management program, but we
can certainly review some of these projects in a generahzed manner in order
to get feedback from the Council on their priorities.

The purpose of this February 2 CIP meeting is to discuss capital
improvements which the City Council can envision in the next year or two
and to review projects that are eminent and which will need Council
direction. There are no attachments with this memo and I anticipate a
rather open discussion by the Council on priorities for projects.

Potential discussion topics include the following:

· Pohcy on uses of the Development Account/Fund (Paul
Steinman to lead the discussion)
· Brief overview of the pavement management program - the
program is to be developed in 1998 and the earhest any project
could happen is 1999
· Lake Orono sedimentation removal - 1998 project(?) with
assessments and a city contribution
· Use(s) of the $100,000 tax levy that the Council dedicated for
capital improvements

13065 Orono Parkway · P.O.
