Over 25 people <br />attended the meeting to discuss the land acquisition process involving both the DNR grant and the <br />Minnesota Land Trust. Most of the people in attendance were in support of the Baily Point <br />acquisition. The DNR already approved a grant to the Ciryto acquire the Bailey Point property. <br />Part of the value of this acquisition ($20,592) will be reserved to mitigate the loss of a similar value <br />of the parkland at Lions Park due to the construction of the Boys & Girls Club building. <br />City Council approved at the August 1, 2011 City Council meeting the funding for the city portion <br />of the Bailey Point acquisition should the City receive the grant award from the DNR. The City has <br />unti12013 to accept and proceed with the grant agreement. This acceptance includes the mitigation <br />of the issue of Lions Park which allows the city to be eligible for future DNR funding programs. <br />A breakdown of the Baily Point a. <br />Appraised value: <br />Less mitigation reserve: <br />Eligible costs <br />Grant request award <br />@ 50% (rounded) <br />;quisition DNR grant is as follows: <br />$99,150 <br />$20,592 <br />$78,558 <br />$39,000 <br />The Minnesota Land Trust is currently working with the city and the owner of the property to <br />convey a conservation easement to the Land Trust. The propertywill become a perpetual easement <br />with restrictions placed upon it that are common for a passive parkin the floodplain such as limited <br />parking, accessible trails and park benches.
