Gry of <br />El -,-, <br />River <br />REQUEST FOR ACTION <br />TO ITEM NUMBER <br />Housin Redevelo went Authori 4. <br />AGENDA SECTION MEETING DATE PREPARED BY <br /> December 12, 2011 Annie Deckert, Director of Economic <br /> Develo ment <br />ITEM DESCRIPTION REVIEWED By <br />Approve contract with Veit and Company fox the demolition Cal poxmer, Ci Administrator <br />and removal of 716 and 720 Main Street REVIEWED BY <br />ACTION REQUESTED <br />Staff is seeking authorization to approve contract with Veit and Company for the demolition and removal <br />of 716 and 720 Main Street in the amount of $59,600. <br />BACKGROUND <br />In 2006, the HRA purchased 716 and 720 Main Street in Elk River with the intent to expand downtown <br />surface parking. In August of 2011, city staff and Loukes Associates Building Consulting Group <br />inspected the HRA buildings in addition to Elk River Meats to review their condition. The inspection <br />determined that snow and/ox roof loads have the potential to collapse the roof of the 720 Main Street. <br />The 720 Main Stteet building was red tagged on September 23, prohibiting anyone from entering the <br />building. <br />On October 3, 2011, the HRA authorized staff to proceed with obtaining proposals fox costs to demolish <br />the 716 and 720 Main Street buildings. Staff is working with Randy Schumacher, The Schumacher <br />Croup, LLC, to manage the project. A structural engineer review and asbestos and regulated waste <br />survey was completed prior to the creation of the bid specifications. Items containing asbestos were <br />found in both buildings. A building condition report was completed on Elk River Meats, which will be <br />utilized to determine any effects the demolition process has on the meat market Pex the shared wall <br />agreement, the HRA is responsible for any necessary repairs, etc. which need to be executed because of <br />the process. <br />In the event of a predicted snow event over three inches or actual snow accumulation exceeding four <br />inches, staff will proceed with the snow removal plan as outlined in the policy attached to this report. <br />PROTECT TIMELINE <br />Notices for bids were published on November 9 and November 26, 2011. A mandatory walk-through <br />fox all bidders was held on November 29 and bid opening was held on December 6. A total of five bids <br />were received for the demolition and removal of the buildings.
