ITEH ~ o 2 o <br /> <br />ity of <br /> <br />MEMORANDUM <br /> <br />iver <br /> <br />FROM: <br /> <br />DATE: <br /> <br />Mayor and City Council <br /> <br />Scott Harlieker, Planning Assistan~ <br />March 24, 1997 <br /> <br />SUBJECT: A Resolution of Support Regarding a <br /> Feasibility Study for Multi-modal <br /> Transportation Along the Highway 10/ <br /> Burlington Northern Corridor from <br /> Minneapolis to St. Cloud <br /> <br />On March 6, 1997, I attended a meeting in St. Cloud where David Loch, <br />Sherburne County Administrator, and E1 Tinklenberg, Anoka County Public <br />Services Division Manager, gave a presentation and led a discussion <br />regarding a feasibility study for multi-modal transportation along the <br />Highway 10/Burlington Northern corridor from Minneapolis to St. Cloud. <br />Funding for the study would come from the federal government via the <br />Intermodal Surface Transportation Efficiency Act (ISTEA). <br /> <br />Required Local Action <br /> <br />Three steps are needed in order to apply for this funding. First, local <br />governments located within the corridor need to adopt a resolution of support <br />which indicates the community's support of the study, designates a <br />representative to develop a joint powers agreement and serve on the joint <br />powers board, and declares its intent to enter into the agreement if it is <br />approved by the local governing body. Attached for your review and <br />consideration is a copy of the resolution. <br /> <br />Second, the joint powers agreement needs to be finalized. This agreement <br />will establish a joint powers board that will provide a mechanism to <br />implement the feasibility study. Attached is a copy of a draft joint powers <br />agreement. <br /> <br />Third, the local governments need to approve the joint powers agreement and <br />the first meeting of the joint powers board is held. <br /> <br />13065 Orono Parkway · P.O.
