Memo to the Mayor and City Council Page 2 <br />March 24, 1997 <br /> <br />Time Frame <br /> <br />In order to be able to submit the application for ISTEA funding within the <br />require time constraints, the following timeline is suggested: <br /> <br /> March 28, 1997- Cities, counties and other governmental units need <br /> to adopt the resolutions of support. <br /> <br /> March 31, 1997- Finalize joint powers agreement and send to local <br /> governments for review and approval. <br /> <br /> April 22, 1997 - Joint powers agreement signed and first meeting of <br /> joint powers board. <br /> <br />Hi~hli~hts of Presentation <br /> <br />Other main points of the presentation were funding, time frame for funding, <br />what would be included in the study, and the potential for a commuter rail <br />link. <br /> <br />· Funding and time frame of funding <br /> <br /> A total of 6 million dollars is being requested to be spread out over 3 <br /> years, from 1998 to 2000. The money will be used to conduct both the <br /> corridor and environmental phases of the study. <br /> <br />· Scope of the study <br /> <br /> The project will examine the feasibility and environmental impacts of <br /> integrated transportation improvements along the corridor. Included <br /> in the study will be population study and demographic analysis, land <br /> use inventory and analysis, and a transportation study including <br /> traffic estimates. <br /> <br />Commuter rail link <br /> <br />The final topic discussed was the possibility of a commuter rail line <br />connecting St. Cloud and Minneapolis with connections also to the <br />airport, Mall of America and downtown St. Paul. The rail line would <br />likely utilize the existing Burlington Northern tracks to a terminus at <br />Northtown transit hub in Blaine. <br /> <br /> <br />
