ITEM 5.13. <br />of . i~+~, MEMORANDUM <br />River TO: Mayor & City Council <br />FROM: Alice Heinecke, Administrative <br />Secretary <br />DATE: June 19, 1995 <br />SUBJECT: Consider Awarding Bid for Repainting <br />of WWTP Building <br />Issue <br />On Thursday, June 15, I received a call from Mr. Bill Chang regarding a bid <br />withdrawal on the above item. Mr. Chang was contacted by Rainbow, Inc., <br />who informed him they had misinterpreted the bidding documents and <br />underestimated the project cost. Rainbow, Inc., requested to withdraw their <br />original bid and resubmit a bid based on a different paint system. <br />As Pat Klaers and Darrell Mack were out on vacation Thursday and Friday, <br />Mr. Chang asked that I include the recent correspondence from Rainbow, <br />Inc., with the original documents he had submitted for the agenda packet. As <br />indicated by Mr. Chang, Darrell Mack will need to evaluate the paint system <br />suggested by the contractor. <br />Attachments <br />• Mr. Chang's original letter including bid documents dated June 2, 1995. <br />• Mr. Chang's current letter explaining bid withdrawal. <br />• Correspondence from Rainbow, Inc., to Darrell Mack including <br />resubmittal of bid documents and technical data on paint system. <br />Action Requested <br />Mr. Chang has indicated that if the paint system is accepted by Darrell <br />Mack, the City Council could retain the contractor's bid bond and re-advertise <br />the project, or accept the contractor's suggested paint system by way of a <br />change order. <br />• <br />13065 Orono Parkway • P.O.
