<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />August 8, 1917 <br /> <br />A regular meeting of Village Council was held at the Office of C.F. Fiman Pres on Wednesday <br />evening Aug 8, 1917 <br /> <br />Present – C.F. Fiman, Pres, F.M. Plank Trustees and W.F. Chadbourne, Clerk. <br /> <br />The following bills were presented and on motion duly made seconded and declared carried by the <br />Pres. were allowed and clerk instructed to draw orders for same. <br /> <br />John Blocker team work on St. 6.00 per day 99.90 <br />Ben Kunasch shoveling on st 2.75 per day 45.65 <br />Charles Kunasch shoveling on St. 2.75 per day 31.90 <br />Will Blocker shoveling on St. 2.75 per day 44.28 <br />Clinton Smith shoveling on St. 2.75 per day 27.78 <br />D.M. Com of Public Safety presented to following Ordinance to be <br />adopted. <br /> <br />Ordinance No. 66 <br /> <br />An ordinance defining and punishing vagrancy be it ordained by the Village Council of the Village of <br />Elk River. <br /> <br />Section (1) Any person found within the Village of Elk River who by word of mouth or in writing <br />advocates or teaches in said Village of Elk River or is about to advocate or teach therein, or <br />habitually advocate or teaches, or is engaged in whole or in part in the occupation, whether forgave <br />or gratuitously of advocating advising or teaching the duty, necessity or propriety of crime or of <br />violence as a means of accomplishing industrial or political ends shall be guilty of vagrancy <br /> <br />Section (2) Any person found within the Village of Elk River who by word of mouth or in writing <br />advocates or teaches in said Village of Elk River or is about to advocate or teach therein, or <br />habitually advocates or teaches, or is engaged in whole or in part in the occupation, whether for gain <br />or gratuitously of advocating, advising or teaching the violation or disregard of any duty or <br />obligation imposed by any Statute of this State or of the United States, upon any person or class or <br />persons, shall be guilty of vagrancy. <br /> <br /> <br />
