Section (3) Any person found within the Village of Elk River, who by any written or printed matter <br />whatsoever, or by oral speech teaches, advises or advocates or is about to teach, advise or advocate <br />or who habitually advocates or teaches or who is engaged in whole or in part in the occupation <br />whether for gain or gratuitously of advocating, teaching or advising that citizen of this State shall not <br />or ought not aid or assist the United States in prosecuting or carrying on wars with the public <br />enemies of the United States, shall be guilty of vagrancy. A Citizen of this State for the purpose of <br />this ordinance is hereby defined to be any person within the confines of the state. <br /> <br />Section (4) Any person found guilty of vagrancy as defined in this ordinance shall upon conviction <br />thereof be punished by fine of from one dollar to one hundred dollars and imprisonment in County <br />jail from on to thirty days. <br /> <br />Section (5) nothing contained in this ordinance shall be deemed to modify or repeal any existing <br />ordinance covering vagrancy. <br /> <br />Section (6) This ordinance shall take effect upon its passage approval and publication. <br /> <br />On motion of F.M.
