<br /> <br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />March 6, 1944 <br /> <br />A regular meeting of the Village Council of Elk River, Sherburne County, Minnesota, was duly held <br />th <br />on the 6 day of March 1944, in the Village Hall in said Village at eight o’clock, P.M. <br /> <br />The following members were present: Glenn Davidson, President of the Council, Arthur Bailey, <br />John Kramer, and Elmer Leger, Trustees, and H.A. Briggs, Clerk, and the following were absent: <br />None. <br /> <br />The matter of the acquisition of an electric lighting plant by the Village for public purposes and for <br />the private use of its inhabitants was discussed at the Council with Mr. Ralph Richardson, <br />Consulting Engineer, who was present at the meeting and who had been previously retained by the <br />Village to furnish certain information relative to such electric lighting plant. After the Council had <br />carefully considered the matter and fully advised itself in the premises, Trustee Arthur Bailey, <br />introduced and read the following resolution and moved its adoption: <br /> <br />RESOLUTION <br /> <br /> <br />Whereas, this Council has secured competent engineering advice with reference to the acquisition of <br />an Electric Lighting Plant by the Village for the public purposes and for the private use of its <br />inhabitants by erection or purchase and has fully advised itself in the premises, <br /> <br />Now, therefore, be it Resolved by the Village Council of the Village of Elk River, Sherburne County, <br />Minnesota, as follows: <br /> <br />1. That in the judgement of this Council it is advisable, expedient and necessary for the Village <br />of Elk River to erect or purchase an electric lighting plant for supplying light for public <br />purposes and for the private use of its inhabitants and that in the judgment of this council it <br />is advisable, expedient and necessary to issue and there are herby authorized and directed to <br />be issued, subject to the approval of the voters of this Village, the negotiable coupon bonds <br />of said Village in the aggregate amount of $70,000 for said purpose. <br />2. That the proposition of erecting or purchasing an electric lighting plant and issuing bonds to <br />raise money therefore be submitted to the voters as a single question at a special election <br />th <br />which is hereby called to be held in said Village on Tuesday the 11 day of April, 1944. That <br />the Clerk e and hereby is authorized and directed to prepare and make ready the necessary <br />ballots and ballot boxes and to give due notice of said election, which notice shall be in <br />substantially the following form, to-wit: <br /> <br />NOTIC OF SPECIAL VILLAGE ELECTION <br /> <br />Notice is Hereby Given, that a special election will be held in the Village of Elk <br />th <br />River, Sherburne County, Minnesota, on Tuesday, the 11 day of April, 1944, from <br />8:00 A.M. to 8:00 P.M., for the purpose of voting on the following question: <br /> <br />
