Request for Action <br /> Cir•ci <br /> Elk - <br /> River= <br /> To Item Number <br /> Planning Commission 4.5 <br /> Agenda Section Meeting Date Prepared by <br /> Public Hearings September 22, 2020 Zack Carlton,Planning Manager <br /> Item Description Reviewed by <br /> City of Elk River—Public Safety Building Chris Leeseber , Senior Planner <br /> Expansion, 13065 Orono Parkway NW Reviewed by <br /> ■ Amendment to CU 02-09 to allow <br /> expansion of the existing Police and Fire <br /> Department facilities, Case No. CU 20-17 <br /> Action Requested <br /> Recommend,by motion, approval of the Conditional Use Permit amending CU 02-09 and allowing expansion of <br /> the existing police and fire department facilities with the condition that the associated variance (V 20-13) is <br /> approved. <br /> Background/Discussion <br /> The current public safety building,police and fire station,was <br /> constructed in the early 2000's and while additional capacity was <br /> included at the time of construction, changing standards and increased <br /> staffing now require an addition to both the police and fire sides of the <br /> building. The Fire Department seeks to add two apparatus bays to the -- <br /> south end of the building and convert two of the existing bays into CR as <br /> critical support spaces for the firefighters. The Police Department <br /> seeks to add a 28-stall squad car garage,build-out shell space on the 3 <br /> second floor into administrative offices and convert the existing squad <br /> garage space to physical training space and storage. RR <br /> Comprehensive Plan Hwy to <br /> The Comprehensive Plan guides the property for Public/Institutional <br /> CR 12 <br /> Uses. The use of the property will not change as a result of the <br /> proposed additions, and the site will remain consistent with the <br /> approved plan. <br /> �P <br /> Site and Building Plans y4y <br /> The addition to the fire station pushes the existing garage bays south %9 <br /> and closer to Orono Parkway,which requires a variance as the addition <br /> encroaches into the front yard setback. The addition also requires <br /> modifications to the driveways to and from the fire station garages, but Figure I <br /> does not impact the access points along Orono Parkway.
