<br /> <br />~ <br /> <br />REGULAR SEtH-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG, <br /> <br />April 1, 1974 at 7:30 PM. <br /> <br />The Regular Semi-Monthly meeting .of the Elk River City Council was called to order by <br />Mayor Lundberg on April 1, 1974 at 7:30 PM. in the Council Chambers of the City Office <br />Bldg. Members present were as follows: Mayor Lundberg, Councilmembers Cooper, Hudson Syring <br />and Burke. <br /> <br />The minutes of the March 18, 1974 regular meeting and the minutes of the March 22, 1974 <br />meeting were approved as printed. <br /> <br />Tony Micheals representing the Elk River JC's met with the Council regarding the possiblity <br />of obtaining a one day beer license for their 4th of July celebration at Orono Park. <br />He also reviewed some of the activitives they have planned. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Burke granting a one year condi. <br />tional use permit for a on sale non-intoxicating beer license to the Elk River JC' s to be <br />used at Orono for July 4, 1974 only. Motion unanimously carried by a vote of 5-0. <br />1// <br />Mayor Lundberg reported that Marvin George would not be interested in paying the cost for <br />a lift station for School View Addition. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Cooper approving the plans and <br />specifications subject to the Engineers report on whether the water lines can be installed <br />when a resident has his own septic system and to call for bids for the construction of <br />sewer and water lines for School View 1st Addition for April 30, 1974 and authorize the <br />Clerk-Treasurer to advertise ~(t,.tr9;-";:;R.te'<'{n the Sherburne County Star News and the <br />Construction Bulletin Magazine closing time to be set at 7: 30 PM. Motion unanimously carriel <br />by a vote of 5-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Cooper calling for a Special <br />Public Meeting for April 30, 1974 at 8:00 Pm to be an informational meeting with the <br />Environmental Protection Agency. Motion unanimously carried by a vote of 5-0. <br /> <br />Lyle Swanson reviewed for the Council various locations of the signs for the downtown <br />parking lot and the Council also authorized Mr. Swanson to proceed and order the signs <br />that will be needed. <br /> <br />Rex Oetinger met with the Council regarding the Sherburne County Office Building project <br />permit needed for a one hour fire wall and that no windows wlould be installed on the <br />garage that faces a joining property line. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Hudson authorizing and granting <br />the Building permit to Sherburne County Highway Dept but to include the above two condi- <br />tions. Motion unanimously carried by a vote of 5-0. <br /> <br />Russ Matchinsky of the Sherburne County Highway Department met with t'he Council regarding <br />the possibilities of the County purchasing a short tack of land owned by the City located <br />to the rear of their property on Jackson Ave. No action was taken upon his request at <br />this time but the Council stated that they would review this matter again at a later date. <br />The Council did approve Russ Request to place fill on City property. <br /> <br />Jim Gilbertson of Hagen Builders met with the Council regarding his building permit to <br />construct 2 (two 12 unit apartment buildings) Rex Oetinger stated that their permit <br />application now meets all the building codes requirements. The Council stated that they <br />have the availible sewer capacity to permit the a.pproval of-the construction of the 12 <br />unit apartment building\ <br />
