REGULAR SEMI-M01rrrHLY MEETING OF THE CITY COUNCIL OF ELK RIVER HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. September 18, 1978 Members Present: Councilmembers Otto, Toth, Duitsman and Engstrom. Members Absent: Mayor Madsen. 1. Meeting called to order at 7:30 P.M. by Council President otto. 2. Agenda Councilman Toth asked that three items be added to the September 18, 1978 Agenda. Those being: 8. Discussion of the Liquor Store 9. Animals in Residential Areas 10. Building and Development in the City COUNCILMAN TOTE MOVED APPROVAL OF THE AGENDA AS MODIFIED. SECONDED BY COUNCILMAN ENGSTROM. MOTION PASSED 3-0. 3. Minutes COUNCILMAN TOTE MOVED APPROVAL OF THE MINUTES OF SEPTEMBER 5 t 1978. COUNCILMAN DUITSY.AIi SECONDED THE MOTION. MOTION PASSED 3-0. 4. OpeD Mike A. Opem. Mike Mr. Jim Goehringer, of the Ridgewood East Subdivision, addressed the Council on the flooded cul de sac problem of 194 Avenue. Mr. Goehringer was concerned about the speed of the projects completion. and wanted to know a specific date when construction would resume. The City Administrator explained to Mr. Goehringer the problem the contractor has had scheduling his e.quipment and indicated that the contractor was planning on completing the project within the week. The City Administrator indicated that he would follow up on the item and obtain a firm construction date. B. Opell Mike Reports The City Council received and reviewed an opem mike report pertaining to the request by Mr. Cliff Lundberg. Council consensus was to take no further action at this time, but to consider Mr. Lundberg's request for diseased tree branch pick up by the City during the 1979 Budget Discussions. 5. 1979 Budget Council considered the follOWing department budgets: 1 . Sewer Department ikring the Sewer Department Budget discussion, the Council cons_dered beth expenses and revenues to be generated by the- Sewer Department. During the discussion, the question of a transfer, in lieu of taxes,
