<br /> <br />o <br /> <br />o <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK- RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br />August 21, 1978 at 7:30 P.M. <br /> <br />Members Present: Mayor Madsen, Councilmembers Engstrom and Toth. <br /> <br />Members Absent: Counci1members Otto and Duitsman. <br /> <br />1. Meeting called to order at 7:30 P.M. by Mayor Madsen. <br /> <br />2. Consider Agenda <br /> <br />COUNCILMAN TOTH MOVED APPROVAL OF THE AGENDA AS PREPARED BY THE CITY <br />ADMINISTRATOR. MOTION SECONDED BY COUNCILMEMBER ENGSTROM. MOTION PASSED <br />2-0. <br />- <br /> <br />3. Minutes <br /> <br />The councilmembers asked that in all future minutes that motions be <br />underlined and in caps. COUNCILMAN TOTH MOVED APPROVAL OF THE MINUTES <br />AS PREPARED. COUNCILMAN ENGSTROM sECONDED THE MOTION , MOTION PASSED <br />2-0. <br />- <br /> <br />4. Open Mike <br /> <br />Mr. Art Raudio of First Guarantee Corporation appeared at open Mike. <br />Mr. Raudio questioned the council about the release of building permits <br />for the Ridgewood East Subdivision. Mayor Madsen asked what the present <br />situation was in Ridgewood East and the City Administrator explained the <br />events to August 21, 1978 to the council. The City Administrator indicat- <br />ed that signed easments have been filed for the repair work necessary on <br />the street in question in Ridgewood East, and that a cash settlement. had <br />been made with each of the home owners involved, as such the problem- should <br />be resolved and there should be no difficulty in releasing the building <br />permits for Ridgewood East. COUNCILMAN TOTH MOVED THAT THE COUNCIL PERMIT <br />ISSUANCE OF BUILDING PERMITS FOR RIDGEWOOD EAST EFFECTIVE AUGUST 22, 1978. <br />COUNCILMAN ENGSTROM SECONDED THE MOTION , MOTION PASSED 2-0. <br /> <br />5. <br /> <br />Xenia Street Improvements <br /> <br />Mayor Madsen indicated that he had been contacted previous to the meeting <br />by a representative of the Xenia Street home owners. The Mayor indicated <br />he had spoken with Mr. Jerry McChesney, who had called him to indicate the <br />home owners wish to wait for improvement to Xenia Street until a time in <br />the future when a more favorable price might be obtained. COUNCILMAN <br />ENGSTROM MOVED THAT THE XENIA STREET BIDS BE REJECTED. COUNCILMAN TOTH <br />SECONDED THE MOTION , MOTION PASSED 2-0. <br />
