<br />6. <br /> <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />The City Administrator lexplained the memo sent to the City Council concerning <br />the Park Board and the Iredefinition and redistribution of its functions and <br />activities. The Ad~' strator indicated that it seemed to make more sense to <br />have the Park Board se . e in an advisory capacity..to the City Council rather <br />then carrYing out pro am responsibilities and having a separat budget, while <br />having to rely on the c1ity street crews for the performance of work deemed <br />necessary by the Park ard. Park Board Chairman, Gene Schuldt indicated that <br />because of the decreas in the swimming PrOgram, shifting the Park Board fund <br />into the Street Depart ent or any other City Department was mostly a house- <br />keeping matter. Mr. Sc uldt indicated that he had requested: the council to <br />take a similar action arlier in the year. Mr. Schuldt indicated further that <br />the problem of budget c ntrol was mutual between the Park Board and the City <br />Administration and that this solution would probably correct difficulties <br />experienced in the past. Mayor Madsen, asked Mr. Schuldt his feelings about <br />and advisory role of t e Park Board for the future. Mr. Schuldt indicated <br />that the Park Board co d perform the serv.i~e and. provide special .studies <br />and research as nee,ded the council. Mayor Madsen,asked Mr. Schuldt to <br />bring this matter befo e the Park Board so that their input on any changes <br />in the near future would be known. Mr. Schuldt indicated there was a Park <br />Board meeting in the ne r future and the item would be discussed ~'ith a <br />recommendation forthco . ng to the City Council. <br /> <br />Park Board <br /> <br />In considering the Rec.eation Board, Mayor Madsen suggested that the lifeguards <br />in the swimming progr report to. the members of the. recreation board. Park <br />Board Chairman, Gene Sc uldt indicated that the head guard had in the. past <br />handled all supervisio with no apparent problems. The Mayor indicated that <br />the City Administrator ould structure new supervision of the lifeguardS as <br />was necessary and neede. Mr. Schuldt indicated that the Recreation Board <br />should maintain the s e duties, and that appointment by the City Council <br />rather than the Park Bo rd would be acceptable, as was suggested by the Mayor. <br />Assuming that the Park oard recommendation is available for the next. Council <br />meeting the item is to . e placed on the next. Council Meeting Adgenda with an <br />ordiance makeing the ne essary changes effective the first of the new year. <br /> <br />7. Election Judges <br /> <br />The City Administrator xplained that 20 Election Judges had to be appointed <br />by the City Council for the up coming elections, so that 5 judges served each <br />ward on the actual election day. The City Administrator expl~ned further that <br />sufficient numbers of people had not been presented to the city by registered <br />political parties from which election judge appointments could be. made in <br />the appropriate numbers.
