<br /> <br /> <br /> <br />REGULAR WEEKLY SCHEDULED MEETING OF THE <br />ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER PUBLIC LIBRARY <br />FEBRUARY 7, 1983 <br /> <br />Members Present: Mayor Hinkle, Councilmembers Engstrom, Duitsman, Schuldt and Gunkel <br /> <br />Members Absent: None <br /> <br />1. The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />Z. Agenda <br /> <br />Item 6~ - Non-union salaries, Item 11~ - Proclamation of February as Heart Fund <br />Month, Item 13G - Star Cities Program and Item 13H - The City Water Improvement, <br />are items added to the February 7, 1983 City Council Agenda. <br /> <br />COUNCIEMEMBER ENGSTROM MOVED TO APPROVE THE FEBRUARY 7, 1983 CITY COUNCIL AGENDA <br />AS AMENDED. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />3. Minutes <br /> <br />Councilmember Duitsman requested that the fact that he is in agreement to proceed <br />with the storm sewer project rather than wait until it would coincide with the <br />Minnesota Department of Transportation improvements of Highway 10 be included <br />in the January 17, City Council minutes. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE MINUTES OF THE JANUARY 17, 1983 CITY <br />COUNCIL MEETING AS AMENDED. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE <br />MOTION PASSED 4-0. <br /> <br />4. Open Mike <br /> <br />Mr. Ray Jedneak, of 13780 Zllth Avenue N.W., appeared before th~ City Council <br />indicating that Zllth Ave. is one of the last streets to be plowed and has there- <br />fore, caused the people that live along Zllth a great deal of problems. Mr. <br />Jedneak indicated that during the last snow their street was drifted and people <br />could not get through. Mr. Jedneak further indicated that part of Zllth is <br />privately owned and further indicated that the residents along Zllth have requested <br />that the City take over the street. <br /> <br />Mr. Ron Beck of 13796 Zl1th Ave. N.W., indicated that he had discussed with the <br />City Administrator the possibility of the City taking over the privately owned <br />portion of Zllth Avenue. Mr. Beck indicated that the City Administrator had <br />indicated that the road would have to be brought up to City standards before the <br />City would take over the street, specifically, the curves straightened and the <br />hill cut down. <br /> <br />The City Administrator indicated that there were some problems with the curves <br />in the road, low spots and hills which would have to be taken care of before the <br />City would take over the streets. Mr. Merrill Kampa indicated that he had sold <br />the land when it was still a township and that he had built the street according <br />to township specifications and requirements. <br />
