. 1 REGULAR WE~KLY SCHEDULED ~ETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER PUBLIC LIBRARY MONDAY, AUGUST 5, 1985 Members Present: Mayor Hinkle, Councilmembers Schuldt, Engstrom, Gunkel and Williams Members Absent: None Also Present: City Administrator, Tom Bublitz; Street Superintendent, Phil Hals; Consulting Engineer, Terry Maurer; and Building and Zoning Adminis- trator, Rick Breezee 1. The meeting was called to order by Mayor Hinkle at 7:30 p.m. 2. Agenda Items 9C RDF; 9D Barthel Housing Area; 9E Mining Adjacent to Roadway; and 9F Removal of Aggregate from 169 were added to the agenda. COUNCILMEMBER WILLIAMS MOVED TO APPROVE THE AGENDA AS AMENDED FOR THE AUGUST 5, 1985 CITY COUNCIL MEETING. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0. 3; Minutes Councilmember Gunkel indicated that the July 8, 1985 City Council Minutes should state that Darrell Mack and Rick Breezee were present. Councilmember Gunkel further stated that on page four of the July 8th minutes, it should state that Councilmeinber Gunkel suggested staff to develop any floor plan needs for the "City Hall" instead of "public works garage". COUNCILMEMBER GUNKEL MOVED TO APPROVE THE JULY 8, 1985 CITY COUNCIL MINUTES AS AMENDED. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0. COUNCILMEMBER GUNKEL MOVED TO APPROVE THE JULY 15, 1985 CITY COUNCIL MINUTES. COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION PASSED 4-0. 4. Open Mike Gene Kreuser approached the City Council and stated that he waS intending to build an apartment building on 3rd Street and further stated that there were two big Elm trees on the road right-of-way. He questioned the Council as to whether they would authorize the City to take the Elm trees down. The Street Superintendent, Phil Hals, stated that the City Tree Inspector had inspected the trees and found no signs of dutch elm on the trees, and further stated that due to the many projects going on at the present time in the Street Department, he did not have the time to take the trees down. Gene Kreuser stated that the lot could not be graded properly because of the fact that there was a big lump on the ground near the trees. He further stated that he would be willing to take the trees down himself if the Council would grant him permission. Phil Hals stated that his men would be willing to help remove the debris after the trees were taken down.
