<br /> <br /> <br />. <br /> <br />1 <br /> <br />REGULAR WE~KLY SCHEDULED ~ETING OF THE <br />ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER PUBLIC LIBRARY <br />MONDAY, AUGUST 5, 1985 <br /> <br />Members Present: Mayor Hinkle, Councilmembers Schuldt, Engstrom, Gunkel and <br />Williams <br /> <br />Members Absent: None <br /> <br />Also Present: City Administrator, Tom Bublitz; Street Superintendent, Phil Hals; <br />Consulting Engineer, Terry Maurer; and Building and Zoning Adminis- <br />trator, Rick Breezee <br /> <br />1. The meeting was called to order by Mayor Hinkle at 7:30 p.m. <br /> <br />2. Agenda <br /> <br />Items 9C RDF; 9D Barthel Housing Area; 9E Mining Adjacent to Roadway; and 9F <br />Removal of Aggregate from 169 were added to the agenda. <br /> <br />COUNCILMEMBER WILLIAMS MOVED TO APPROVE THE AGENDA AS AMENDED FOR THE AUGUST 5, <br />1985 CITY COUNCIL MEETING. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE <br />MOTION PASSED 4-0. <br /> <br />3; Minutes <br /> <br />Councilmember Gunkel indicated that the July 8, 1985 City Council Minutes <br />should state that Darrell Mack and Rick Breezee were present. Councilmember <br />Gunkel further stated that on page four of the July 8th minutes, it should <br />state that Councilmeinber Gunkel suggested staff to develop any floor plan needs <br />for the "City Hall" instead of "public works garage". <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE JULY 8, 1985 CITY COUNCIL MINUTES AS <br />AMENDED. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE JULY 15, 1985 CITY COUNCIL MINUTES. <br />COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />4. <br /> <br />Open Mike <br /> <br />Gene Kreuser approached the City Council and stated that he waS intending to <br />build an apartment building on 3rd Street and further stated that there were <br />two big Elm trees on the road right-of-way. He questioned the Council as to <br />whether they would authorize the City to take the Elm trees down. The Street <br />Superintendent, Phil Hals, stated that the City Tree Inspector had inspected <br />the trees and found no signs of dutch elm on the trees, and further stated that <br />due to the many projects going on at the present time in the Street Department, <br />he did not have the time to take the trees down. Gene Kreuser stated that the <br />lot could not be graded properly because of the fact that there was a big lump <br />on the ground near the trees. He further stated that he would be willing to <br />take the trees down himself if the Council would grant him permission. Phil <br />Hals stated that his men would be willing to help remove the debris after the <br />trees were taken down. <br />
