<br />tit <br /> <br />Special Meeting of the Elk River City Council <br />Elk River City Hall <br />July 17, 1986 <br /> <br />Members Present: <br /> <br />Mayor Hinkle, Councilmembers Schuldt, Gunkel, and Engstrom <br /> <br />Members Absent: <br /> <br />Councilmember Williams <br /> <br />Staff Present: <br /> <br />Pat Klaers, City Administrator; Steve Rohlf, Building and <br />Zoning Administrator; Lori Johnson, Finance Director; Terry <br />Maurer, City Engineer <br /> <br />Also Present: <br /> <br />Representatives from the Deerfield 3rd Addition, Jerry Smith, <br />Leo and Lou Pollack, and Dale Specht <br /> <br />1. <br /> <br />Northern Access onto Highway 169 for the Deerfield 3rd Addition <br /> <br />e <br /> <br />Mayor Dick Hinkle opened discussion on this issue and reviewed a meeting that <br />took place between Elk River Staff members, himself, and MN DOT representatives <br />on July 7th in Elk River. During this discussion with MN DOT, it was determined <br />that in order to obtain a new access onto Highway 169 to facilitate the Deer- <br />field 3rd Addition, three issues had to be addressed. These three issues were <br />(1) the servicing of MN DOT through a frontage road which would allow the MN <br />DOT access onto Highway 169 to be closed in the future; (2) the obtaining of <br />the access rights on Highway 169 which currently serve the Specht property; and <br />(3) the realignment of 201 on the west side of 169 to match up with the proposed <br />access for the Deerfield Addition on the east side of 169. <br /> <br />The Mayor continued to discuss the meeting that took place between MN DOT <br />representatives, himself, and developers of the Deerfield 3rd Addition in the <br />MN DOT Brainerd office on Thursday morning July 17, 1986. This Brainerd <br />meeting followed a staff and developer meeting on July 16, 1986. At this July <br />17th Brainerd meeting it was indicated to MN DOT that (1) the MN DOT property <br />would be serviced by a frontage road coming from the south off of Elk Hills <br />Drive that would be provided as part of the Deerfield 3rd Addition which would <br />allow the access currently used by MN DOT onto Highway 169 to be closed; (2) <br />written statements signed by Mr. Dale Specht and his parents were presented to <br />MN DOT which release their access rights onto Highway 169; and (3) that the <br />City was willing to work with MN DOT in the realigning of State Highway 201 <br />on the west side of Highway 169 so that it will match up to the new proposed <br />access which will service Deerfield 3rd Addition. This third point will allow <br />for future signalization, if required. <br /> <br />The Mayor then presented a letter dated July 17, 1986 from MN DOT District <br />Engineer W. N. York which indicated that the Brainerd MN DOT office will <br />recommend approval of the proposed access onto Highway 169 provided that the <br />City fDllow through on the three issues presented to them and that no expenses <br />be accured by MN DOT in relationship to this new access being constructed. <br /> <br />e <br /> <br />It was indicated by the Mayor that the first item desired by MN DOT was an <br />abstract of the Specht property. It was further indicated by the Mayor that <br />MN DOT and the City will have to work together on the location of the proposed <br />new access and alignment of 201 on the east side to match into this new <br />proposed access. <br />
