A <br /> copy of staff ' s proposed conditional use permit is attached. <br /> This operation also requires a solid waste facility license, <br /> which is acted on only by the City Council . For your <br /> information, a copy of the proposed license is also attached. <br /> • The language in the license and conditional use permit are <br /> similar. <br /> SITE ZONING <br /> Al/Agricultural, with the solid waste facility overlay district. <br /> SURROUNDING ZONING <br /> Al/Agricultural - all directions . <br /> LEGAL DESCRIPTION <br /> The legal description of the property that the facility is <br /> located on can be found on the front pages of the attached <br /> license and conditional use permit. A map is attached showing <br /> the general location of the affected property. <br /> OVERVIEW <br /> The ConTeck thermal soil processing facility was originally <br /> permitted by the City of Elk River in February, 1990 . Renewal <br /> of these permits should have taken place earlier, however, they <br /> were delayed at City staff ' s request. <br /> Attached is a letter from Chris Kreger dated February 3, 1993, <br /> • <br /> requesting renewal of his permits .
