Houlton Cal Portner, City Administrator <br />Conservation Area Farm Outbuildings <br />Reviewed by <br /> <br /> <br />Action Requested <br /> <br />Adopt, by motion, the Agreement for Services to hire Veit & Company Inc. to complete the removal of <br />the William H. Houlton Conservation Area outbuildings and materials. <br /> <br />Background/Discussion <br /> <br />On August 31, 2015, the William H. Houlton Conservation Area Committee discussed RFP development <br />for outbuilding removal per the requirements of the Lessard-Sams Outdoor Heritage Council. Plans and <br />specifications were drafted and advertised for six weeks. Thirteen (13) bids were accepted and publically <br />read on November 5, 2015. Most of the bids were for removal of all of the buildings and foundations. <br /> <br />The Houlton Planning Committee reviewed the bids and staff recommendations. Staff was not able to <br />contact the apparent lowest bidder who did not provide the required certificate of insurance. Staff and <br />the Committee recommend Veit & Company with the most responsible bid of $39,849. <br /> <br />The property and buildings were purchased through a State of Minnesota Grant provided through the <br />Lessard-Sams Outdoor Heritage Council (LSOHC). Property purchased under this grant program is <br />intended solely to be maintained as a wildlife habitat with legal game hunting. Prior to the purchase, the <br />City Council unanimously agreed to provide a Letter of Intent to acquire and maintain the property with <br />the restrictions required by the grant. <br /> <br />At the LSOHC public hearing in August of 2014, city officials requested permission to maintain a small <br />building for maintenance equipment. The Quonset building is the only building that met the spirit of the <br />grant restrictions and the Houlton Planning Committee agreed. The farm house was removed in <br />September through a separate RFP. <br /> <br />Financial Impact <br /> <br />This work will be funded through the Houlton Property Fund.
