These three issues <br />underscore the need for the Planning Commission to carefully scrutinize the matter at band. <br />A. CITY STAFF'S 'I'IFIRF.F., ISSUES <br />City Staff's three issues are as follows: <br />1. City's environmental consultant Matt Ledvina opines that, though the expansion <br />appears to be "feasible," some of MPCA's landfill permitting requirements have <br />not yet been met. <br />2. The landfill expansion will remove the screening provided by the trees in the <br />purported)}~ "undisturbed" 8.6-acre "buffer" area. <br />3.
