Country Crossing Business Center 2nd Add. <br />October 16, 1995 <br />Page 2 <br />processed to accommodate a prospective manufacturing company that would <br />like to locate in Elk River. This manufacturing company is proposing to <br />construct initially a 17,000 square foot building with the ability to expand to <br />roughly 30,000 square feet at a later date. <br />Right-of--Way South of Business Center Drive <br />The developer is platting enough right-of--way to accommodate access to the <br />new parcel. The concept plan presented previously to the City Council <br />illustrated a cul-de-sac extending south of Business Center Drive. This cul- <br />de-sac provided no access to 183rd Avenue. The developer may or may not <br />plat and construct all of this cul-de-sac as part of this plat. Whether the <br />entire cul-de-sac is completed with this plat or deferred to the next phase, <br />enough right-of--way will be platted and street built to serve the proposed <br />plat. <br />Preliminary and Final Plat <br />The City's subdivision ordinance allows for the opportunity to process the <br />preliminary and final plat on a concurrent schedule. This may happen in <br />those situations where the plat is creating a few lots and has very few issues <br />associated with it. Staff believes the proposed plat fits those criteria; <br />therefore, has brought both the preliminary and final plat before the City <br />Council at this time. <br />Planning Commission Recommendation <br />The Planning Commission recommended approval of the preliminary plat as <br />proposed by DMV Mall Corporation with the conditions outlined in the staff <br />report. <br />Recommendation <br />It is recommended the City Council approve the following: <br />a) Preliminary plat to subdivide approximately 20 acres into one <br />industrial lot and one outlot with the conditions stated in the staff <br />report. <br />b) Resolution 95- ,granting final plat approval for Country Crossing <br />Business Center 2nd Addition with the conditions outlined in Exhibit <br />B. <br />s:council:p95-6 <br />
