Box 490 <br />Elk River, Minnesota 55330-0490 <br /> <br />RE: ELK RIVER STATION <br /> <br />Dear Mr. Harlicker: <br /> <br />As requested, we have reviewed the revised submittal package for the Elk River station <br />development. The package consisted of a preliminary plat, preliminary utility plan, <br />preliminary grading plan in both 50 scale and 100 scale, storm sewer design calculations <br />for the pipe system, and a draft environmental assessment worksheet. All of the revised <br />plans were dated August 6, 2001 and were prepared by Passe Engineering Inc. Based <br />upon our review and comments received at the staff reView'meeting, we would offer the <br />following comments: <br /> <br />A. Traffic/Transportation Issues <br /> <br />1. At full development, this project is expected to generate over 5,200 trips per day. <br /> Approximately 4,000 of these trips will come from the area east of Tyler Street. <br /> In several meetings with the developers and their traffic engineer, we insisted <br /> that a development generating this much traffic would need two full access points <br /> on the east side of Tyler Street. Several options were discussed for the second <br /> full access. Through negotiation, it was determined that a compromise would be <br /> to allow the development to plat enough property to generate 2,000 trips per day <br /> total. Any trips beyond 2,000 trips per day would require the development of a <br /> second full access. No revised traffic analysis was submitted with this revised <br /> package, nor was there any information regarding what the developers propose <br /> to plat in the first phase to cap total trips generated on the east side of Tyler <br /> Street at 2,000 per day. <br /> <br />One of the suggested alternatives for a second access was to build a frontage <br />road up to the intersection of 173rd Avenue with Tyler Street. This is the location <br />of the second (northerly) access to the Northstar Corridor parking lot. We asked <br />the developers to show on their revised plan how this second access could be <br />developed in the future without impacting any of the proposed buildings/parking <br />lots anticipated in the first addition.
