Planning Commission Meeting' <br />• At the September 26, 1995 Planning Commission meeting, one resident, Dick <br />Pomeroy, the owner of Pomeroy Tool which is located across Triangle <br />Boulevard to the east, voiced his objection to the school district facility. His <br />objections were the loss of tax revenue from a public building and the image <br />of a public maintenance building in the Industrial Park which is currently <br />occupied by light manufacturing users. Mr. Pomeroy was also concerned <br />with the potential outdoor storage issue and requested additional trees be <br />planted along the east property line to screen the use from his property. Ron <br />Bratlie, representative of District #728, informed the Planning Commission <br />that the School District would consider additional tree plantings on the east <br />side of the site. <br />The Planning Commission recommended approval of the request by District <br />#728 with the conditions noted in staffs memo. The Planning Commission <br />also included a ninth condition that additional screening be provided along <br />Triangle Boulevard if feasible, to help screen the use from Pomeroy Tool. <br />Recommendation <br />Staff and the Planning Commission recommend approval of the conditional <br />• use permit request to construct a 21,000 square foot public works building by <br />Independent School District #728 with the following conditions: <br />1) A drainage and grading plan be reviewed and approved prior to <br />issuance of a building permit. <br />2) An updated landscape plan indicating more plantings on the berm <br />to screen the loading docks be prepared prior to the City Council <br />meeting. The landscape plan should also include size and species of <br />trees to be planted, location of underground irrigation, and sod and <br />seed areas. <br />3) All concerns of the EDA be incorporated into the site plan. <br />4) The entire parking area and drives with the exception of the south <br />side of the parking area be bound with B612 concrete curb and <br />gutter. <br />5) A painted accent stripe or other decorative feature be considered <br />around the entire building in order to give the building a more <br />aesthetic appearance. <br />• <br />s:council:cu95-24 <br />
