concerned landscaping the loading dock and the use of the berming. The <br />• EDA was also concerned about the outdoor storage issues. Attached is a <br />memo from Bill Rubin, Economic Development Coordinator, summarizing the <br />EDA's position. <br />The school district currently uses space in the City of Elk River's <br />maintenance facility. Due to the increased space needs of the city public <br />works department, the school district has been looking for additional space <br />for the past few years. The attached memo the Planning Commission <br />explains this request in detail. <br />Updated Site Plan <br />Independent School District #728 has submitted an updated site plan which <br />does show some minor modifications from the Planning Commission meeting. <br />The modifications include the extension of curb and gutter over the entire <br />area with the exception of the south side of the parking area, due to the fact <br />that this area maybe used for future expansion, and a minor alteration to <br />the shape of the parking area to provide for greater turning radius'. <br />The one significant change on the updated site plan is that the school district <br />is requesting to use surmountable D4-12 curb instead of B612 barrier <br />• curbing around the parking area and drives. Staff would recommend that <br />B612 barrier curbing be used around the facility because it protects the <br />landscaped areas from damage and may set a precedent for other requests in <br />the future. <br />Landscape Plan <br />The applicant has modified the landscape plan slightly to address the <br />concerns of the EDA related to additional screening of the loading docks from <br />Industrial Boulevard by providing additional plantings along the berm near <br />Industrial Boulevard. The school district has also added additional trees <br />along the east side of the property to screen the use from Pomeroy Tool. <br />Information was also provided regarding the tree size and species which are <br />proposed to be planted. <br />Drainage and Grading Plan <br />A drainage and grading plan has been submitted to City Engineer Terry <br />Maurer for review. Terry's comments maybe available for the City Council <br />meeting. If this proposal is approved, staff would recommend that the <br />drainage and grading plan be approved prior to issuance of a building <br />• permit. <br />s:councff:cu95-24 <br />
