• <br />• <br />Work Frogram <br />1.0 Orient key players to the process... <br />Muy 9, 1995 <br />Prior to beginning any work on the project, HKGi will meet with the Riverfront Committee to fully <br />understand the process that has brought them to this point; to begin to identify the range of issues <br />to be resolved; to receive initial input on the relationship between this project and other efforts <br />underway or planned; and to review the work program, schedule, responsibilities and products. <br />The meeting will be very informal, and will provide the opportunity to begin this project with a <br />clear understanding of the Committee's expectations. <br />Prior to this Orientation Meeting with the Riverfront Committee, HKGi wil] assemble base map <br />information (provided by the City). A draft of this base map will be ready for use, if necessary, at <br />the Orientation Meeting. <br />1.1 Prepare project base map from information provided by the City <br />1.2 Conduct an Orientation Meeting with the Riverfront Committee <br />1.3 Summarize and distribute a record of issues and directions discussed at the Orientation <br />Meeting <br />Products: <br />• preliminary base map <br />• summary of Orientation Meeting <br />2.0 Identify what exists... <br />The first work task involves getting to know the site and all of the influences on it. Our study of <br />the site will also include an evaluation of factors beyond the limits of the actual site, in order to <br />provide the basis for understanding how the Riverfront can become an integral part of the <br />community. The results of this task will be recorded in drawings, diagrams, photographs and <br />other means which allow for :critical aspects of the existing site to be communicated to all <br />participants in the process. HKGi will also begin to identify the authorities that might have <br />jurisdiction over the Riverfront improvements, and to understand the processes and regulations <br />those authorities might impose. <br />Features of the site that were not clearly evident from the original base information will be added to <br />the base map as a part of this task. We can proceed with subsequent tasks without a base map that <br />is precise, but we must have one which is current and shows with .some certainty the site <br />conditions and the locations of improvements within the project area. We may decide that field <br />verification of information provided by the City would be prudent if there appear to be <br />discrepancies or if site conditions have changed.. <br />2.1 Tour the site and surrounding area with representatives of the Riverfront. Committee to <br />understand the existing conditions of the site <br />2.2 Investigate natural and man-made forces and significant influences, including: <br />• natural forces -- slopes, soils, vegetation, river conditions (flooding, bank erosion) <br />• man.-made forces -- traffic patterns, utilities, existing buildings <br />• influences -- views, historic character, relationship to downtownltrails/parks/other <br />community elements, general safety conditions <br />• Mississippi Riverfront Pathway/Elk River Work Program -Page 1 <br />
