the next stages of the project. A firm understanding of the implications will have been gained,. and <br />• the support of the community for any Riverfront improvements will have been gaged. If <br />appropriate, HKGi will proceed with the creation of more refined plans, in order to show in greater <br />detail how the improvements would fit the site and respond to concerns identified by the Riverfront <br />Committee, the City, affected land owners and the community. Cast estimates will be again <br />defined with a better reflection of the true costs. <br />Local boards and commissions will be informed formally and a general agreement reached among <br />all parties that the direction shown is most appropriate. If possible, acquisition of approvals and <br />permits from outside of the City would begin as a part of this stage. <br />5.1 Develop refined plans, outline specifications, phasing options and cost estimates based on <br />the accepted concept plan; investigate material options and construction methods <br />5.2 Review plans directly with City staff and affected land owners <br />5.3 Present plans to local boards and commissions <br />5.4 Begin approval and permit processes for authorities outside of the local community <br />Products: <br />• plans, outline specifications and cost estimates (based on plans that might be considered <br />60% complete) <br />• diagrams for phasing of improvements, if necessary <br />• summary of land owner responses to plans <br />• permit applications (preliminary) <br />6.0 Make it happen... <br />• The final task is implementation of the community-accepted plan for Riverfront improvements. <br />That process begins with an understanding of the range of funding options, strategizmg methods <br />of implementing improvements, and presenting all findings and plans to the community to build <br />support for the project. Construction drawings and bid documents will be prepared, costs <br />estimated, and all approvals sought. <br />6.1 Explore funding .options <br />6.2 Prepare ISTEA or other grant applications <br />6.3 Explore implementation strategies <br />6.4 Conduct Riverfront Workshop #4: public presentation of final Riverfront plans <br />6.5 Summarize community response to Riverfront Workshop #4 <br />Before proceeding to the construction document phase of the project, another period of <br />comnunity evaluation wzll occur. This presents the community with an opportunity to further <br />consider the project and timing of the word.. <br />6.6 Develop final construction drawings for bidding <br />6.7 Acquire local approvals (four meetings anticipated: Park Commission, Planning <br />Commission, HRA, City Council) <br />6.8 Acquire outside approvals {Corps of Engineers, Department of Natural Resources, <br />Watershed :District) <br />6.9 Bid. project <br />6.10 Review bids and recommend contract award <br />• Mississippi Riverfront PathwayBlk River Work Program -Page 4 <br />
