The <br />existing rear yard setback in the Rlc zoning district is 10 feet, and the rear <br />yard setback in the Rlb city-severed areas is 15 feet, and non-severed <br />parcels 20 feet. Staff is proposing an ordinance amendment which would <br />change the rear yard setback in the Rlc and Rlb zoning districts to 25 feet. <br />Analysis <br />After researching various aspects of Elk River's ordinances, one potential <br />problem that staff has been aware of is the rear yard setback in the Rlc and <br />Rlb (Single Family) zoning district. As mentioned earlier, the existing rear <br />yard setbacks vary from 10 feet to 15 feet in single family city-severed areas. <br />Staff is concerned that if parcels are fully developed to the rear setback line, <br />they may start to encroach on the privacy and comfort level of the parcels.
