The
existing rear yard setback in the Rlc zoning district is 10 feet, and the rear
yard setback in the Rlb city-severed areas is 15 feet, and non-severed
parcels 20 feet. Staff is proposing an ordinance amendment which would
change the rear yard setback in the Rlc and Rlb zoning districts to 25 feet.
Analysis
After researching various aspects of Elk River's ordinances, one potential
problem that staff has been aware of is the rear yard setback in the Rlc and
Rlb (Single Family) zoning district. As mentioned earlier, the existing rear
yard setbacks vary from 10 feet to 15 feet in single family city-severed areas.
Staff is concerned that if parcels are fully developed to the rear setback line,
they may start to encroach on the privacy and comfort level of the parcels.
