• have access onto Auburn Street NW. Deerfield First. Addition was platted in <br />1983 into 34 lots. It is unclear as to why the developer of this subdivision <br />platted Lot 6 into such a large overall parcel. <br />Natural Features <br />The parcel has a wetland basin which bisects each proposed lot. The <br />proposed Parcel B also has an 80 foot drainage and utility easement which <br />extends along a portion of the southern lot line up to Auburn Street. A <br />drainage and utility easement already exists over the wetland area, <br />therefore, no further protection measures will be necessary for the wetland. <br />It appears that there is adequate room to construct a home on the site and <br />still have room for two septic systems in case the first septic system would <br />fail. The applicant has provided soil borings which indicate the site can <br />support a septic system. Both Parcel A and B are, for the most part, open <br />with very few trees associated with either parcel. Therefore, a tree protection <br />plan is not necessary with this request. <br />Park Dedication <br />The Park and Recreation Commission reviewed this proposal at their last <br />meeting and recommended a cash payment of $500 be added as a condition of <br />• approval. <br />Surface Water Management Impact Fee <br />In order to remain consistent with past administrative subdivision requests, <br />the Surface Water Management Impact Fee of $61.80 for parcels without city <br />services should also be a condition if the administrative subdivision is <br />approved. <br />Recommendation <br />Staff recommends that the City Council approve the administrative <br />subdivision request by Joe Goetz to divide Lot 6, Block 2, Deerfield First <br />Addition, into a 3.24 acre parcel (Parcel A) and a 2.5 acre parcel (Parcel B) <br />with the following conditions: <br />1. Payment of Park Dedication Fees in the amount of $500 be paid to the <br />city prior to recording. <br />2. Payment of a Surface Water Management Impact Fee in the amount of <br />$61.80 be paid to the city prior to recording. <br />• council:as95-8 <br />
