Memo to Mayor & City Council/Park and Recreation Commission Update <br />August 20, 2001 <br />Page 3 <br /> <br />Staff recommends that the Council approve the Youth Athletic Complex <br />development plan, budget, and phasing plan, and that $12,500 be expended in 2001 to <br />begin construction of Phase 2 of the complex. <br /> <br />Revised Snowmobile Ordinance <br /> <br />Since May, staff has been working with Commissioner Dave Anderson and representatives <br />of the River City Snow Riders Snowmobile Club on revising the City's snowmobile <br />ordinance and identifying a trail for allowing snowmobilers to cross the City through the <br />Urban Service District safely. Phase 1 of the project, revising the snowmobile ordinance, <br />has been completed. <br /> <br />Attached for adoption is Ordinance No. 01-__, repealing the current snowmobile ordinance <br />and adopting the attached language. The revised ordinance establishes a definition for the <br />Urban Service District as that area south of 197th between the east and west corporate <br />boundaries south to the river boundary. The ordinance then establishes how snowmobiles <br />may be operated both inside and outside of the Urban Service District. Those that worked <br />on the revised language believe that the ordinance clearly spells out where snowmobiles are <br />permitted to ride. <br /> <br />The Police Chief and Assistant Police Chief have had an opportunity to review the revised <br />ordinance language and had no objection or concerns regarding the language. The <br />Commission voted unanimously to recommend adoption of the revised ordinance. <br /> <br />Staff will bring forward a revised snowmobile trail map for adoption by the Council at the <br />September meeting. <br /> <br />Staff recommends that the City Council adopt the revised snowmobile ordinance for <br />implementation in winter of 2001. <br /> <br />S:\PLANNING\MICHMC\CCREPRTS\AUGSP&R.
