2.0 Description of Proposed Project
2.1 PROJECT DESCRIPTION
The ERL proposes to develop an additional approximately 13 acres of MSW landfill
space on the southern-most portion of the existing landfill property. The proposed
expansion will provide approximately 1,671,000 cubic yards of additional MSW
capacity. Depending on waste flow quantities, the proposed expansion would extend the
operational life of the landfill approximately 4 to 7 years by providing additional landfill
capacity.
2.2 CURRENT FACILITIES AND OPERATIONS
Landfill operations are performed under the direction and oversight of licensed landfill
operators. In addition to t~~pical utilities such as water, sewer, electricity, and phone
service, infrastructure requirements special to the landfill are: leachate and gas
condensate storage facilities and their associated leachate and gas piping components.
As far as landfill facility structures, the ERL currently has the following on-site
buildings:
• Scalehouse: Located on the east side of the facility with scales on both sides.
Landfill Office and Maintenance Building: Precast concrete building located
northeast of the existing MSW area. The building houses the landfill offices,
maintenance area, including the oil storage facility.
• Gas-to Energy Plant: Precast concrete building on the northeast end of the
current MSW facility just east of the landfill office. The gas to energy plant
T:\o742\I40fi\CiryAppFeb\FEB Report final (2).doc '1- 1
