1.0 Introduction and Background <br />The ERL proposes to develop an additional approximately 13 acres of MSW landfill space on <br />the southern-most portion of the existing landfill property. The proposed expansion would <br />provide approximately 1.67 million cubic yards of additional MSW disposal capacity at the 1RL. <br />The proposed expansion would be integrated into the contours, general design and operation of <br />the existing permitted landfill. <br />1.1 BACKGROUND <br />The ERL owns and operates a 476.8-acre landfill site, located approximately 5 miles north of the <br />business district in the City, in the NW '/4 of Section 3, Township 33N, Range 26W and in the <br />SW '/4 of Section 34, Township 34N, Range 26W (Property) in the City. The Property controlled <br />by the ERL can be seen in the attached site plan. <br />Of the total 476.8 acres, approximately 164 acres is currently permitted for waste disposal; the <br />remainder of the property (312.8 acres) serves as buffer property. The landfill is permitted wzder- <br />MPCA Permit SW-74 to receive MSW, demolition and construction debris, yard waste for <br />composting, industrial solid waste in accordance with an MPCA-approved Industrial Solid: <br />Waste Plan, and. processing facility rejects from the Elk River RDF combustor facility. <br />1.2 THE CITY'S APPLICATION REQUIl2EMENTS <br />The ERL maintains a solid waste facility license agreement and conditional use permit in <br />accordance with the City's requirements.
