Prepares, submits, and administers annual departmental budget and capital improvement <br />plan including the controls necessat-~- to ensure budgetary compliance. <br />- Monitors revenues and expendit«res to assure sound fiscal control. <br />- fissures effective and efficient use of budgeted funds, personnel, materials, facilities, <br />and time. <br />Maintains communication plan to inform residents of on going projects. <br />- Coordinates and attends informational meetings regarding various improvement <br />projects. <br />- Provides information to residents during initial sur~Tey and other information gathering <br />worn. <br />- Provides engineering related content for the cit<r newsletter, cable channel, and the <br />website. <br />Background and Experience <br />Qualified candidates for the City Engineer position will possess a Bachelor's degree in civil <br />engineering; be a registered Professional Engineer in Minnesota or registered in another state <br />and be eligible to be registered iii ~1linnesota within six months of hire; seven gears extensive <br />experience of a progressiveh responsible nature iii engineering; five dears government <br />project management experience; three years supet-~-isor~ experience; and a valid driver's <br />license with a good driving record. Preference will be given to candidates that have <br />additional ve~~ts of go~-ernment project management experience. <br />Specific background includes: <br />- Thorough applied knowledge of civil engineei-ii~g principles, practices, and methods <br />as applicable to a municipal setting. <br />- Thorough applied knowledge of policies, laws, and regulations affecting department <br />activities. <br />- Thorough applied knowledge of ~1linnesota Stat«te =I29, speci~~l assessment laws. <br />- Thorough applied knowledge of NPDES requirements and how to achieve and <br />implement systems to meet compliance. <br />- Thorough knowledge of public financing techniques for infrastil~ct«re including <br />grants, loans, state and federal aids. <br />- I~iowledge of engineering and building construction principles and concepts. <br />- I~io~rledge of geographic information systems and how to use them in the operation <br />of a public works department. <br />- I~iowledge of landscape architecture and traffic engineering. <br />- _~bilit< to negotiate effectively. <br />- ~bilit~ to think iii a creative and strategic manner in order to develop alternative <br />program proposals designed to achieve results consistent with communitj goals. <br />- ~bilit~ to communicate effectively orally and to write clearly, concisehr, and legibly. <br />- ~bilit~ to ma1~e presentations to a variety of audiences. <br />- ~bilit~ to analyze technical and statistical information and to prepare and present <br />technical oral and written reports. <br />- ~bilit~ to prepare written grant applications and administer grants. <br />- ~bilit~ to maintain effective working relationships. <br />- ~bilit~ to use Microsoft based computer software. <br />
