COUNCILMEMBER <br /> TVEITE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.4. G.I.S. Update <br /> <br />Director of Planning Michele McPherson updated the Council on the County's G.I.S. system <br />and the proposed timeframe for completing the parcel mapping project of the City's base <br />map. She noted that it is the County's goal to finish the City of Elk River by the end of 2002. <br />Michele indicated that she would continue negotiations with the County to see if it would be <br />possible to finish the project sooner. <br /> <br />4.5. Mosquito Control <br /> <br />Building and Zoning Administrator Steve Rohlf explained that this is an informational <br />hearing for mosquito control. Steve introduced Mike McLean of the Metropolitan Mosquito <br />Control District. Mr. McLean indicated that the Mosquito Control Districts controls larva <br />mosquitoes explaining that this service costs approxirnately $4.00 per household. He noted <br />that this was an unusual year for mosquitoes and stated that his department has received <br />many mosquito calls from Elk River residents. Mr. McLean noted that they also provide <br />services outside of the metro area such as disease control. He indicated that if the City want <br />to use the services of the Metropolitan Mosquito Control District, it would be best for the <br />City to go through Sherburne County. <br /> <br />Steve Rohlf introduced Paul Moore of Moore's Ag. Center, a private mosquito control <br />contractor. Mr. Moore indicated that he could provide mosquito for Elk River at $3.00 per <br />capita for the months of June, July and August. He indicated the cost would be less if he did <br />not need to spray during all three months. <br /> <br />Mayor Iadinzing suggested that this issue be presented to the Council during budget <br />discussions. She noted that she is interested in having a contracted service. Councilmember <br />Kuester suggested writing a letter to our legislators to inform them of the mosquito <br />problems the city is experiencing. <br /> <br />4.6. Discussion of Family Center Sites <br /> <br />Administrator of Community Education Charlie Blesener updated the Council on the <br />proposed Family/Art Center. Charlie indicated that the City is officially and formally invited <br />to be a part of the facility. He indicated that it is his intention to secure a site for the facility <br />in the City of Elk River. Charlie discussed the programs planned for the facility, the history <br />and financial background, and preliminary design considerations. Charlie suggested that the <br />City consider their need for large meeting space, and space for the arts, teens and seniors. He <br />talked about the need for a site and requested the Council to consider donating city property <br />for the project. <br /> <br />Mayor Klinzing noted that the Council presently has several space needs options to consider. <br />She indicated that the Council should discuss all of its future space needs prior to making a <br />decision on this issue. <br /> <br />Councilmember Dietz questioned the space needs for the facility.
