Pale ~ of ~~ Applications to establish or operate solid waste facilities shall include all of the information, plans, reports, and other materials required by this article and shall be filed with the city building and coning administrator. The operator of a proposed solid waste facility to be located within the city shall pay an application fee to the cEty in an amount equal to all of the city's direct costs, including, without limitation, all legal, planning, consulting, and engineering expenses, including a reasonable charge far city staff time, incurred in: ~~} Reviewing and investigating the application for a license and conditional use permit far the establishment and operation of the facility, ~~} Preparing the necessary license and conditional use permit.
