Although I stated earlier ~~ is not mandatory to have a public worl~s director or community
development director, these positions provide very valuable services and coordination within
the department and with other departments. Given the difficult decision of choosing one
position over the other, at this point, Y believe the community development director position
is a higher priority than the public works director position. The community development
department is in the midst of many major and complex projects that require coordination,
experience, and guidance. This level of activity is expected to continue for the foreseeable
future. T currently dedicate on average at least an hour if not two hours a day to community
development director activities, Additionally, Planning Manager Jeremy Barnhart is serving
as unofficial lead division manager far community development. Gn the other hand, the
vast majority of the public works director tame was spent on engineering. The street division
received some of the public worl~s director's time while very little time was dedicated to the
wastewater and building maintenance divisions. Right now, That gap is easier and less time
consuming to fill than the community development gap.
Finally, there are obviously several ways to move forward as we can discuss on Monday
including remaining status quo or changing and filling the community development director
and engineering positions instead,
