In some cities those positions are <br />combined or the assistant also serves as the community development director, Many cities <br />have separate city engineer and public worl~s director or superintendent positions. <br />Engineering falls under community development i.n some cities and under public works in <br />others. <br />The City's organizational structure was developed in a time of high growth and with the <br />assumption that funds would be available to fill all positions, As we know, much has <br />changed since then. There aren't funds available for every position and the priorities and <br />work load have changed immensely. Faced with this situation, we were forced to eliminate <br />positions and lay off employees last year including the community development director. As <br />with many businesses and governments, we are constantly doing more with less. At every <br />opportunity we need to reevaluate our situation and position ourselves the best we can under <br />the current the circumstances, <br />~1e know that it is not possible to fund all department head positions this year; those that <br />aren't critical may go unfilled. The two department head positions open are public worl~s <br />director and community development director. The public works director served as the city <br />engineer with some of the city engineer work delegated to a consulting engineer. while it is <br />discretionary to have a public worl~s director or community development director, it is <br />necessary to have a city engineer. The planning and building divisions work closely with the <br />engineer on development related activities, An engineer needs to sign development plans <br />and fulfill various MnD~T requirements among other things, Either through a consulting <br />arrangement or by hiring an employee, the engineering role must be filled. <br />
