Green Company <br />Project No. 814700J <br /> <br /> Feasibility Study <br />2001 Overlay Improvements <br /> Elk River, Minnesota <br /> <br />INTRODUCTION <br /> <br />This feasibility study was authorized by City Council Resolution 01-21, adopted at their April 9, 2001 <br />meeting. This feasibility study was initiated by the City Council based on the City's ongoing <br />maintenance program. <br /> <br />This study was conducted to determine the feasibility of overlaying several streets within the City. <br />The streets considered for improvement are shown on Exhibit 1. <br /> <br />SCOPE <br /> <br />The purpose of this study is to analyze the feasibility of providing a bituminous overlay to several <br />streets within the City including: <br /> <br />Street From T.~o <br /> <br />182nd Avenue <br />Yankton Street <br />Victoria Lane <br />197th/198th Avenue <br />Lincoln Street <br />Kennedy Street <br />Vernon Avenue <br />8th Street <br />Xenia Avenue <br />Vale Avenue <br />10th Street <br />York Avenue/Wand Avenue <br />York Street <br />Watson Avenue <br />Gates Avenue/Freeport Avenue <br /> <br />Waco Street <br />182nd Avenue <br />Meadowvale Road <br />TH 169 <br />Cty Rd 13 <br />Cry Rd 13 <br />TH 10 <br />Upland Avenue <br />TH 10 <br />10th Street <br />York Street <br />10th Street <br />Meadowvale Road <br />8th Street <br />Main Street <br /> <br />Cul-de-sac <br />Cul-de-sac <br />Meadowvale Road <br />Tyler Street <br />Cul-de-sac <br />Lincoln Street <br />Meadowvale Road <br />Xenia Avenue <br />Meadowvale Road <br />Xenia Avenue <br />Vale Street <br />Watson Avenue <br />Cul-de-sac <br />Wand Avenue <br />School Street <br /> <br />This study will discuss the existing conditions, proposed improvements, and estimated project costs. <br />The total project cost consists of construction costs plus overhead costs, which include City <br />administration, engineering, fiscal and legal expenses. Minnesota Statute 429 will be followed to <br />assess benefiting properties. <br /> <br />EXISTING CONDITIONS <br /> <br />Freeport Avenue and Gates Avenue is a collector road with concrete curb and gutter and ranges in <br />width from 44 feet to 48 feet wide, with a total length of approximately 3,300 feet. The remaining <br />streets that are proposed to be overlaid are residential streets with limited amounts of storm sewer. <br />These streets range in width from 22 feet to 32 feet wide, with a total length of approximately 18,700 <br />feet. <br /> <br />The streets nominally have a two to three-inch thick bituminous surface. Up to this time, there has <br />been minimal preventive maintenance done on these streets. The streets are generally in good <br />condition, but additional surfacing is needed to maximize the useful life of these streets before more <br />costly repairs such as reconstruction are necessary. <br /> <br />O:LPROJ~814700j'xFeasibility Study2.doc <br /> <br /> <br />
