Page 1 of 2 <br />c.Y , ~~IC~~G~.z~- <br />Barnhart, Jere ~/ ~ ~ ~~~ <br />Frain: Petefemke ~petelemke@hotmail,com] <br />Sent: Monday, March 01, 2010 4;09 PM <br />Ta: Barnhart, Jeremy <br />Subject: FAST Comments <br />Jeremy, <br />I am unable to make tonight's FAST meeting due to a commitment at work that I cannot <br />excused ~rorn, For the meeting tonight, I wanted to o~~er the fallowing comments an the <br />March 1, 201o memo~rom youto City Council, EDA, and PC, I agreewiththe planning team's <br />recommendation as stated in the memo, while option B, as with any road project, will <br />have impacts, I believe this is a good location because 1} it meets MnJDaTs interchange <br />spacing guidelines, 2} it is still in the proximity o~the existing commercial area which it can <br />e~~ectively serve with a properly planned and developed local street network, and ~} it <br />establishes one traffic pattern for the shart~term and lang~term development o~ this area. <br />Some Concerns I have with moving the interchange closer to Highway X01 and <br />the associated violation of the Mn/DDT Interchange spacing guidelines are. <br />A}Tra~ficSafety~the Mn/DOT interchange spacingguidelines are provided allow different <br />drivers to, in a safe manner, accelerate, merge into traffic, read signs, change lanes, and/or <br />exit the freeway. At freeway speeds, a mile of spacing seems reasonable for these all these <br />maneuvers. 1 offer caution to recommending interchange spacing less than Mn/DOT's <br />Guidelines. <br />B} If the city desires an interchange location that Mn/DOT does not support and the city <br />would not offer municipal consentsuppvrtto Mn/DOT's desired location, it is my opinion <br />that Mn/DOT would take a path of less resistance, this could be either 1} Mn/DOT would <br />movethe interchangefurthersouthinto Ramsey ~perhapsAlpine Drive} with <br />Ramsey giving municipal consent ~perhapsthis is improbable butstill possible}, or2} <br />Mn/DOT would spend their money elsewhere and delay making any system improvements <br />to Highway 10 in Elk River during which the level of service an the highway would continue <br />to degrade.
