The trouble with this <br />discussion is, without a geometric study of the area, we're all guessing on whether an <br />interchange fits here, there or somewhere else; what is the best design and real impacts. <br />The final location of this interchange has a great effect on us as property owners and what <br />we do with our properties. The adoption of an official study that is based on assumptions <br />leaves us with uncertainty and makes it difficult to plan, sell or finance our homes and <br />. <br />us~nesses. <br />The existing businesses in this area would like the interchange to be as far north as <br />possible so they are better able to survive. The residential property owners would like to <br />have convenient access to a lighted intersection in the interim and not have commercial <br />traffic going past their residences. All property owners want as little disruption to their <br />properties as possible, if or when an interchange is constructed, <br />Z applauded the council's decision in Downtown Elk River to stop the study there until <br />they knew what was happening with the Highway, It seems that the situation hereon <br />East Highway ~o is similar and one of two courses of action is appropriate: <br />~. Adopt the p`AST Study with a statement that the pity would like the interchange <br />as far north as practical and that it affect existing properties as little as <br />possible small footprints and as the first step in implemen.tationvork with <br />NSnD~T to accomplish a geometric study to finalize the interchange location, or <br />~, Place the FAST Study on hold and work with ~MnDDT to expand the scope of <br />their study of Highways 169 &~o in Elk River to include this area; again <br />requesting the interchange be located as far north as practical and limits disruption. <br />to existing properties as much as possible. <br />
