City Council Minutes Page 3 <br />July 9, 2001 <br /> <br />It was the consensus of the Council that the diagonal design be the new city flag. <br /> <br />5.6. <br /> <br />Wastewater Treatment Plant - Region 5 EPA Award for Excellence in Operation and <br />Maintenance <br /> <br />Wastewater Treatment Plant Chief Operator Gary Leirmoe indicated that the Elk River <br />Wastewater Treatment Facility would be receiving a U.S. Environmental Protection Agency <br />Region 5 award for operation and maintenance of the plant. Gary noted that this is a very <br />prestigious award as only one city in a five state area receives this award each year. Gary <br />thanked his staff for their efforts in achieving this award. The Council commended Gary for <br />receiving the award. <br /> <br />5.7. Seal Coat Bids <br /> <br />Phil Hals informed the Council that bids have been received for the 2001 Seal Coat <br />Improvements with the low bidder being Pearson Brothers, Inc. Phil showed a video of the <br />seal coating process. <br /> <br />COUNCILMEMBER MOTIN MOVED TO AWARD THE SEAL COAT BID TO <br />PEARSON BROTHERS, INC. AT $40,272.25. COUNCILMEMBER TVEITE <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />5.8. Overlay Project <br /> <br />City Engineer Terry Maurer reviewed the feasibility study for the bituminous overlay project. <br />The overlay is proposed for the following areas: <br /> <br />· Streets in Pinewood Addition <br />· Streets in Sunset Ridge Addition <br />· 197th/198th Avenue between TH 169 and Tyler Street <br />· Gates Avenue and Freeport Avenue between Main Street and School Street <br />· Victoria Lane (delayed from 1998 overlay improvement) <br />· York Street in McChesney Industrial Park <br />· Streets between TH 10 and Meadowvale Road up to and including York Street <br /> <br />Terry Maurer reviewed the scope of the project, methods of assessment and the project cost. <br />Discussion was held regarding a few property owners whose driveways do not access a <br />proposed overlay road. The issue of whether or not these people should be on the <br />assessment roll was discussed. It was decided that no decision would be made until the <br />public/assessment hearing. <br /> <br />COUNCILMEMBER TVEITE MOVED TO ADOPT THE FOLLOWING <br />RESOLLrI~ONS: <br /> <br />RESOLUTION 01-41 RECEIVING THE FEASIBILITY REPORT AND <br />ORDERING A PUBLIC HEARING ON THE IMPROVEMENT IN THE <br />MATTER OF THE STREET OVERLAY IMPROVEMENT OF 2001 <br /> <br />RESOLUTION 01-42 ORDERING PREPARATION OF PLANS AND <br />SPECIFICATIONS IN THE MATTER OF THE STREET OVERLAY <br />IMPROVEMENT OF 2001 <br /> <br /> <br />
